Biography
• Name: Jalil Adnan Khalaf

• Date and Place of Birth: born in 1973 in DhiQar Governorate
Academic Qualification
• Holds a Bachelor’s degree in Law from the University of Basra and a Higher Diploma in Judicial Sciences from the Judicial Institute in 2001.
Experience
• Progressed through judicial service in the (courts of first instance, civil courts, criminal courts, and personal status courts) for the period from 2002 to 2019.
• Held the position of a judge at the DhiQar Court of Appeal, then Vice President of the same court.
• Appointed as a member of the Board of Commissioners of the Independent High Electoral Commission at the beginning of 2020.
• Elected Chairman of the Board of Commissioners of the Independent High Electoral Commission for the period from 2020 until mid-2023.
• Together with his colleagues, administered the first Iraqi Council of Representatives elections in 2021.
• Judicial supervisor at the Presidency of the Judicial Supervision Commission
in 2023.
• Member of the Electoral Judicial Panel since 2023.
• Director General of the Judicial Institute since 2025.
• Participated in numerous seminars, conferences, and workshops inside and outside Iraq on concepts of human rights, legal awareness, and electoral affairs.
• Authored numerous research papers and articles in the fields of law and elections.
