Judge Dr. Faiq Zidan/ President of the Supreme Judicial Council Brief about him Judge Dr. Faiq Zidan was born in Baghdad in 1967 and currently he assumes the position of the President of the Supreme Judicial Council and the President of the Federal Court of Cassation. He began his career as a lawyer in Baghdad between 1991 and 1996 then he joined the Judicial Institute in Baghdad where he completed his studies from 1997 to 1999. Academic Education • Bachelor of Law, University of Baghdad – 1991 • High Diploma, the Judicial Institute in Baghdad – 1999, course (22th) • Master of International Law – Lebanon – 2017 • PhD of Public Law – Lebanon – 2020 The Judicial Career Judge Dr. Faiq Zidan was appointed on 24/10/1999 and worked in various civil and criminal courts in Baghdad. In 2005, he was appointed a chief justice of the Central Investigation Court specializing in Combating Terrorism and Major Crimes. In 2012, he was appointed a member of the Federal Court of Cassation. In 2014, he was appointed Vice-President of the Federal Court of Cassation. In 2016, he was appointed President of the Federal Court of Cassation. On 23/1/2017, he assumed the position of the President of the Supreme Judicial Council after the issuance of the Supreme Judicial Council Law No. (45) of 2017, which stipulated that the President of the Federal Court of Cassation shall be the President of the Supreme Judicial Council. The Judicial Positions • Chief justice of the Central Investigation Court specializing in Combating Terrorism and Major Crimes on 5/1/2005. • Vice Chief of Baghdad Appeal on 28/12/2006. • Member of the Federal Court of Cassation on 14/5/2012. • Vice-President of the Federal Court of Cassation on 22/5/2014. • President of the Federal Court of Cassation on 10/2/2016. • President of the Supreme Judicial Council on 23/1/2017. The Judicial Achievements • He played an important role in combating terrorism when he served as the chief justice of the Central Investigation Court specializing in Combating Terrorism and Major Crimes from 2005 to 2012. • His effective role in issuing Supreme Judicial Council Law No. (45) of 2017 on 23/1/2017 and establishing an independent judicial council to be responsible for and to supervise the judicial system in Iraq according to Article (19) of the Iraqi Constitution of 2005. The Supreme Judicial Council decided in its sixteenth session held on 29/10/2017, to consider this day as an Iraqi Judiciary Day to annually celebrate because the judiciary has succeeded in managing itself without being subordinate to executive and legislative authorities. • He also contributed to issuing Law No. (70) of 2017, the Law of Including the Judicial Institute to the Supreme Judicial Council and he directly supervised the reconstruction of the Judicial Institute and the development of work in it. • Introducing electronic systems to provide judicial services to citizens. • Reconstruction of the courthouses in all governorates.
